Hear directly from Lieutenant Governor Randy McNally, Senator Ken Yager, and Representative Rick Scarbrough as they discuss key legislative issues impacting Tennessee. The Honorable Randy McNally, Lieutenant Governor of the State of Tennessee, graduated from Oak Ridge High School in 1962 and earned a Bachelor of Science degree from Memphis State University in 1967. Called to the health care profession, McNally attended and graduated from the University of Tennessee College of Pharmacy in 1969. After starting his career working in community pharmacies, McNally joined Methodist Medical Center in Oak Ridge as a staff pharmacist. He worked at the Center from 1979 until his retirement in 2010. Lt. Governor Randy McNally first answered the call to public service in 1978 when he ran for the state house. He won election and served four terms. It was in the state house where he first served on the Finance, Ways and Means Committee. His work on the Finance Committee in both the House and the Senate would become his passion and where he made his greatest impact on the state. As chairman of the Senate's Finance, Ways and Means Committee for a decade, McNally oversaw the General Assembly's only constitutionally prescribed duty: the passage of a balanced budget. Recognized across the state as a finance and budget expert, McNally's leadership has been critical keeping Tennessee budget in balance and its credit "Triple-A" rated. In addition to his 26 years on the Senate Finance Ways and Means Committee, McNally also served as chairman of the Senate Education Committee in the 102nd and 103rd General Assemblies. A legislative leader for nearly 40 years, Lt. Governor McNally has been recognized for both his work in the General Assembly and in his community. McNally counts among his many achievements the American Conservative Union Conservative Achievement Award, NFIB's Guardian of Small Business Award, the Tennessee Association of Chiefs of Police Legislative Award, Tennessee Bureau of Investigation award for Legislative Assistance and the Tennessee Press Association Open Government Award. Lt. Governor McNally and his wife Janice have two adult daughters, Melissa and Maggie and three grandchildren, Haley, Morgan and Trent. Chairman Ken Yager has dedicated his career to public service. Prior to being elected to the Tennessee Senate in 2008, Yager served as County Executive of Roane County for over 20 years. In 2018, the Republican Senators elected him Chairman of the Senate Republican Caucus. In this position, he provides leadership and resources to advance conservative values in the Senate. Prior to serving as Senate Republican Caucus Chair, Yager served as the Chair to the Senate State and Local Government Committee. Yager is a tireless advocate for Senate District 12. He works hard to improve economic opportunities, enhance education, strengthen public safety and keep taxes low so citizens in his district have the opportunity to thrive. Yager graduated from UT Martin with a B. A. and M. S. He also graduated from the University of Memphis Law School with a J. D. Yager lives in Kingston with his wife Malinda. They have two adult children. Representative Rick Scarbrough became the Executive Director of the University of Tennessee’s Law Enforcement Innovation Center on August 1, 2018. Before joining the university, Rick served 23 years for the Clinton Police Department, and the last 16 years as their Chief of Police. He began his law enforcement career serving six years at the Anderson County Sheriff’s Department. He is a graduate of the 197th session of the FBI National Academy. He also attended the College of Policing Senior Leadership Seminars held in Manchester, England in 2017 and in London in 2022. He has held leadership positions on numerous boards including the Tennessee Association of Chiefs of Police and the International Association of Chiefs of Police. In 2014, he was awarded Police Chief of the Year for the State of Tennessee. Rick, Mollie, and their two daughters, Natalie and Rachel, were baptized at First Baptist Church of Clinton. Natalie and her husband, Jeff, have two sons, Jack and Eli. Rachel and her husband, Burton, have a son, George. Barge Design Solutions are sponsoring all ETEC Friday Morning Meetings in July.
