The Ohio County Public Library, established in 1937, began as a modest initiative within Hartford High School, facilitated by WPA workers. Over the years, it evolved through various locations, including a tool shed, while the Hartford Women’s Club spearheaded fundraising efforts. The library introduced its first bookmobile in 1954 and proposed a regional library in 1962. Major expansions occurred in 1965 and 1995, doubling its capacity. In 2012, the Genealogy Annex opened, offering extensive historical resources and a Technology Lab. The Board of Trustees convenes monthly to guide its continued growth.
