Dave Ross is the Bechtel Project Manager for the Tennessee Valley Authority’s Clinch River Small Modular Reactor (SMR) Dave Ross is the Bechtel Project Manager for the Tennessee Valley Authority’s Clinch River Small Modular Reactor (SMR) in Tennessee. Dave is a senior construction executive with more than 45 years of Bechtel experience delivering complex nuclear and fossil power projects across the U. S., Canada, U. K., and the Middle East. With over three decades in project and construction management roles, Dave has built a reputation for his ability to prepare, structure, and lead large, multidisciplinary project teams from early planning through successful completion. His experience spans diverse contractual frameworks and close collaboration with customers, partners, unions, and subcontractors. Dave brings extensive AP1000 expertise from Bechtel’s work at Vogtle Units 3&4, where Bechtel completed the first new nuclear units built in the United States in over three decades. At Vogtle, Dave was the President of Richmond County Constructors, LLC, and led labor management to support project completion and closeout. Prior to Vogtle, Dave was the Site Construction Manager for the Uranium Processing Facility, where Bechtel is modernizing enriched-uranium capabilities and replacing aging 75-year-old infrastructure with safer facilities. Dave’s leadership portfolio includes guiding development efforts for the Wylfa Newydd and Hinkley Point C nuclear projects in the U. K. and serving as Regional Manager of Construction for Bechtel’s Mining & Metals business line. Earlier in his career, he held key construction and engineering roles on major fossil and nuclear projects including Prairie State Energy Campus, Coryton, Spalding, Aleppo Thermal, Oak Creek, and multiple operating nuclear stations, consistently advancing project delivery performance and technical execution. Across his Bechtel career, Dave has demonstrated a rare combination of field-based expertise, disciplined execution planning, and a proven ability to lead large, integrated organizations safely and effectively. His deep technical foundation—built through decades of hands-on engineering, construction management, subcontract administration, and project leadership—continues to position him as one of Bechtel’s most trusted and experienced construction leaders in the global nuclear power marketplace. Dave brings more than four decades of experience to leading North America’s first SMR deployment, driving its successful execution and strengthening America’s leadership in the global advanced reactor industry. He holds a Bachelor of Science in Mechanical Engineering from University of Kentucky and a Master of Business Administration from the University of Delaware.
