Bi-County Community Action Programs is a non-profit organization that has been serving Beltrami and Cass counties for 60 years! Their mission is to help people in Beltrami and Cass counties who are experiencing barriers on their paths towards stability. Utilizing programming from federal, state, and local resources, Bi-Cap provides educational and housing services that include Head Start, Youth Build, Energy Assistance, Weatherization, and supportive housing.
