Steven Tharp, Jr. serves as the Assistant Executive Director for the Stark-Tuscarawas-Wayne Recycling District and has been a dedicated leader in solid waste management since 2017. He oversees key programs including the District’s Hazardous Waste Program at the Canton Recycle Center and pop-up collection events in Tuscarawas and Wayne Counties. Steven also ensures compliance with Department of Transportation regulations for Class B Front End Loader drivers and manages the District’s Health and Safety Program, accident investigations, the scrap tire assistance program, and the recycling drop-off network. In addition, he represents the District in statewide meetings with the Ohio EPA and other solid waste districts, collaborates with local communities and businesses to develop recycling programs, and contributes to the development of the District’s EPA-approved Solid Waste Plan. Steven has held leadership roles as both President and Vice President of the Solid Waste Districts of Ohio. In recognition of his service, he was named the John S. Bridges Solid Waste Professional of the Year for the State of Ohio. He currently serves on the Board of Directors of the Ohio Buckeye Chapter of SWANA and was appointed by the Solid Waste Districts of Ohio in 2023 and 2025 to a special subcommittee addressing Senate Bills 119 and 147, which propose changes to solid waste fees and district divorce requirements.
