The Cumberland County Library System (CCLS) is a federated system comprising seven local libraries, one branch facility, a system headquarters, and an associated non-profit foundation. CCLS provides library services to over 260,000 residents in Cumberland County and a portion of Franklin County. The system is governed by a board appointed by the Cumberland County Commissioners, with member libraries nominating board members. The CCLS administrative office, an agency of county government, offers crucial support to member libraries in areas such as information technology, technical services (acquisitions, cataloging, processing), direct library services, outreach to older adults (STAR program), staff training, and administrative/financial services. Each member library is governed by its own independent board. CCLS is recognized as the busiest library system in Pennsylvania, circulating more books per person than any other system in the state. The system aims to enhance member library capacity, foster lifelong learning, and facilitate access to information and technology to improve community quality of life.
